Empires Dawn Of The Modern World 1.3 Patch
For Empires: Dawn of the Modern World on the PC, a GameFAQs Answers question titled 'After installing. Update up to v 1.3 on the patches and it should work. This might be necro threading since this post is almost a year old, but yes, installing ALL the patches up to 1.3 (three patches) and running as Admin got over the launch problems on Win 8.1 at least.
